E-ORGANIZING THE PEOPLES LAW ENFORCEMENT BOARD (PLEB) OF THE MUNICIPALIY OF BALUNGAO, PANGASINAN

 EXECUTIVE ORDER NO. 2

Series of 2011   

RE-ORGANIZING THE PEOPLES LAW ENFORCEMENT BOARD (PLEB) OF THE MUNICIPALIY OF BALUNGAO, PANGASINAN.  

 

                WHEREAS, Section 43 of Republic Act 6975 entitled “AN ACT ESTABLISHING THE PHILIPPINE NATIONAL POLICE UNDER A RE-ORGNIZED DILG, AND FOR OTHER PURPOSES” amended by RA 8551 and Article 187, IRR of the Local Government Code of 1991 calls for the creation of a Peoples Law Enforcement Board (PLEB) in every city/municipality;

            WHEREAS, the PLEB shall have jurisdiction to hear decide citizens complaints for offences committed by officers and members of the PNP

            WHEREAS, the chairman and the members of the existing PLEB in the municipality have already served their term of Office;

NOW THEREFORE, I, PHILIPP G. PERALTA, Municipal Mayor of Balungao, Pangasinan by virtue of the power and authority vested in me by RA 7160 otherwise known as the Local Government Code of 1991, do hereby order the re-organization of the Peoples Law Enforcement Board (PLEB) of the Municipality of Balungao, Pangasinan pursuant to Section 43 (b) of RA 6975;

SECTION I. COMPOSITION:

            Atty. Paz G. Peralta

            Hon. Salvador M. Alejandro

            Hon. Roberto T. Marzan

            Mr. Dionisio Mariano

 

SECTION II. FUNCTIONS:

            The PLEB shall have the power to investigate and adjudicate all administrative charges formally filed with, or referred to it, against any member of the PNP and to impose the corresponding penalty.  For this purpose, the PLEB acting through its production of documents, records, books, etc. under a subpoena duces tecum.

This Executive Order shall take effect immediately.

SECTION III. TERM OF OFFICE

            The term of office of the members of the PLEB shall be for a period of two years from assumption to office until their successor shall have been chosen and qualified.

 

SECTION IV. COMPENSATION.

            Membership in the PLEB is a civic duty.  However, PLEB members maybe paid per diems from municipal funds pursuant to Local Budget Circular No. 73 and other issuances.

            This Order shall take effect immediately.
